Bar chart set analysis

I need to make a bar chart to compare how many hours a certain group are inputting into a tracker. Then next to that groups bar, put the amount of hours they should be putting in, assuming each person within the group works 40 hours a week.

So I need to find out how many unique 'Tech ID' there are (so I can see how many people there are because I dont have an exact list) and then group them by their 'Tech Group'  field, add up how many hours they have inputted and compare that to a bar next to it with the amount of hours they should have put in.

Or should I make this other variable in the script?

Anyway to do this is fine with me as long as I can compare the total time reported by each 'Tech Group' to how much they should be reporting based on how many unique 'Tech ID' there is in each 'Tech Group'.

Tech group and tech ID are both characters, not numbers.
