Bubble Charts Reference Lines and StaticMax

Hi, after quite a while trying to get the reference line to show up on my bubbles chart I have come to the conclusion that this may be a problem with my chart.

I have not been able to get reference lines to show on the chart or access the static max.

In searching the community I found that other examples of bubble charts have these option!

Does someone have an answer for me.

It possible with the scatter chart.

I used your qvw to create a possible solution.
