Create a new selection field

I have a field A with values {Yes,No}.....I need to create a new filter field B which will have three values {Yes,No,All}

Field B    Field A

Yes         Yes

No           No    

All            Yes and No

On Selecting All both Yes and No of Field A should be selected .

Please suggest best way to implement this at UI level.

Make data like below..

Field B    Field A

Yes         Yes

No           No  

All            Yes

All            No
