Set page size

Forgive me if I'm asking an obvious question but I have searched the community and can't find an answer that has worked. I have developed a QVW for a phone version of our product the problem I am having is that when it is loaded through the web server the phone recognises the entire page not just the section with content. Is there any way to shrink the page size.  I have tried the resize window option but once it is loaded to the webserver this gets wiped.  I don't want to use the small devices settings.

The black section is the content on the page but on the phone screen it is showing in the left top corner rather than full screen.

No I don't want to use that as it opens to a grey screen with the tabs broken down rather than to the qvw design.
