click off 'Force 0' and there is still a lot of space in the chart

Hi Friends

I heard the 'force 0' function can act a little weird. but hoping this one can have some solution...

you can see i have 5 lines, it should occupy more space once i click off the 'Force 0'

the calculation is :

Count(if( [Met / Missed SDP] = 'Met', [Trans ID]))

/

Count(if([Met / Missed SDP] <>   'Cancelled',  [Trans ID]))
