section access for data and charts on the same sheet...

I have 2 questions

1)I have 2 table Tab1 and Tab2,

Now i want USER2 to see only Tab2 , USER4 to see only Tab1 and ADMIN to see both tables.How should i proceed?

2)In my Tab1 i have different "Region" as shown above like ASIA,EUROPE,etc.Now i want USER3 to see only data related to ASIA then how to do it?

I tried using above method but even for USER3 its showing all data related to all Region
