The trigger definition screen for "On a schedule" has no support for triggering on "workings days". So you'll have to either run a small trigger document on the first 5 days of every month that only succeeds on the second workday, or use an external scheduler or script that triggers a task in qmc that has been configured to run using "On an external event" trigger type.
