losing all user CAL's

We have a TEST server (QV11) that loses all user CAL's when we reboot the physical server.

Is this correct functionality of a TEST licence or did we implement someting incorrect

No, this isn't correct funcitonality. Have you looked through the logs to see if there are any errors present?

I've got my *.pgo files on a network share instead of local. If the network share is unavailable the QlikView server will start without the user CALs. I would have expect that it didn''t start or refresh the information when the network share is available.
