Can you confirm that the task is pointing at Source Document with a file path starting with "qvp://"? Find the matching Task_[GUID].xml under the application data for Distribution Service.

This tells us that is a task created without Publisher license. Are you currently running without Publisher license? 

Maybe you have tasks remaining in your system from before putting on the license.
