Can you explain what you mean by "distribute" in this case? With just a server you can still reload the applications and let the user access them through AccessPoint. If you need the "split" authorization functionality you can use Section Access to limit access depending on the user that opens QlikView (the app will however not truly be split, so be careful with allowing download).
If you want the application to be distributed to a folder you could have a simple batch file that copies the file.
If you want true split functionality you could write a macro that does the job.
If you want to send an e-mail you can have a macro doing that.
