Problem with showing correct budget values

I've got a financial model with a profit and loss (straight table) This was achieved by doing the structure in an excel spreadsheet and loading it into QV and achieving the correct values for each entry in the P&L with the Interval Match statement.

My problem is with the values for the budget column. The budget is imported as a separate fact table and linked the main fact table containing all the journals via a composite key (AccountNo&Period). My problem is the values in the P&L are per QTR and the budget values are sometimes incorrect when there were no actual journals for a certain month in that QTR.   This is due to the link between the 2 fact tables.

How can I load the budget into QV and still have it show the full budget for a certain period. What would be best practise - concatenation, link table?
