Will it be possible to provide access to user on ipad for client access point without VPN using security certificate ?

Yes, you can expose your QV accesspoint to the internet, so external users don't necessarily need to use VPN to access the AP.

But to have a secure infrastructure as well as a comfortable way to authenticate, you might need to set up a more complex enviroment.

I think it would be best to contact your QV partner or QT professional service to assist you with the integration.
