Making a sheet completely invisible and inaccessible to a customer

We sell a "base" product and want to offer "premium" analytics sheets for extra fee.

From a maintenance perspective, it would be convenient to develop and regression test and deploy a single application that includes ALL sheets, with premium sheets shown on condition of an authenticated password variable.

However, for Publisher, the qv service account needs to be Admin in section access.  This means at least one person at the client will have full access to the document properties, and could show any sheet they want if it is included.  They'd have to know what they're doing but these guys are smart.

What is the best practice for doing something like this?
