Without inline load,can we do section access in QlikView?

eventually you need a table where you will have the usernames there with the security roles, it can be an inline table or a normal table fetching data from database for example. but at the end you need to have an additional table in your schema which is related to user security

You can load the data from an Excel file, SQL table or text files. You just need to make sure you follow the proper format.

last but not least you can author them directly in the management console (if you have publisher) and then read from that centralized table from 1 or more QVWs

To access the SA table from the QMC use this menu option from the script editor
