Partial reload - who can execute this in document?

Hi,

I need to know who can execute Partial Reload command applied to a button in QVW document? Is this granted only to QV Administrators group or every user can launch the action?

I search for a tool to search some data between users and it seems that Partial Reload could be helpfull.
