you are talking about cluster environment in QV server?
--> As many said there is no separate installation, but yes their is separate License for QlikView Cluster.
--> Your normal license will not work. If you use your normal license your server will go off duty.

By high availability do you mean failover (if the environment fails, another turns on) or high availability?
To address the former, you can set up a new server, configure it as the live version, even use the same license, then shut it down. This is not breaking the license agreement as long as there is only one environment running with that license. You will only spin up this server should the other goes down.
For the latter, I would say yes, add more nodes to a cluster, so in the event that one of the nodes goes down, the others keep serving the users. There are some documentation you can find here: https://help.qlik.com/en-US/qlikview/12.1/Subsystems/Server/Content/QlikView%20Server/QVSRM_Clusteri.... There is some other documentation on this you can ask your Partner Manager or Qlik Consulting for it.
However, note that since services can be installed in different machines, you will need to duplicate each of them (two or more QVS, two or more DSC, two or more QVWS, two or more QDS) except for the QMS service, which cannot be duplicated to avoid corruption of files and be supported by Qlik, you could check with them if you may use MSCS or WSFC for this service, or store the QVPR into a SQL database and cluster than instance.
