Currently installs and upgrades fail when SSL encryption is enabled on the PostgreSQL database and needs to be temporarily disabled to complete the install and then can be re-enabled afterwards. Ideally encryption would be supported with the installer and not need to be temporarily disabled to streamline the install process.
