Replication to Bigquery through gcp storage as it is done in the replication to Redshift

This feature request is to improve replication to Bigquery using gcp storage first to stage load files and then load them to bigquery. This method is implemented for redshift as a target.

We have seen that it is faster to replicate to bigquery using this method.
