combining data in excel sheet in multiple rows into a single row

Hello all,

I have to build a job where the data is in the excel sheet as follows

the output needed is

url	idlist
api/v18.1/vobjects/disclosure__c/actions/Objectlifecyclestateuseraction.disclosure__c.change_state_to_accepted_without_fdd_rev__c "	"id = OQ3000000000Q42,OQ3000000000Q43,OQ3000000000Q45"

so I have to get 100 ids in a single row in the second column separated by a comma. Can anyone help me with this?
