Looking to clarify the question of availability - Technical Previews are available to Customers and Partners.  

For those affiliated with a Qlik recognized Customer or Partner, your Qlik ID must be registered with an email address for the domain registered with the Customer or Partner.  If you are still having access issues under this condition please contact Customer Support indicating you are a customer that does not have access to the Tech Previews.

Feel free to message me directly through the community if you are still having troubles.

I don't think QS February '19 has been launched yet.
