I'm loading data from a SQL server and in the data model viewer, I have this:
in which the tier field is linked with another table with the tier field, but that second table doesn't have 3B in the tier field, so when I try to display the tier as a dimension, 3B is missing. How can I avoid this

if the value is existing in the Tier Field in either of the tables
the only reason it won't appear in a dimension is if you made a selection that he is not included in ,
or he has a value of zero in the expression so it doesn't appear in the table

Based on your explanation and the sample data that you have shared, I have replicated the same in Qlik Sense. Below is the data model screenshot from the data model viewer.
Using this model, I populated a straight table in the front-end with the same dimensions and expressions that you have mentioned:
However, I see that all Tier values get populated as it is supposed to. Is this not happening in your straight table?

That's weird, i think something might be wrong with my version of Qlik sense because it works occasionally ...
