Is it possible to limit an account from accessing the same file over multiple device using a browser? We have a client and we don't want that he will "share" his account with another person and both can open the file at the same time. I want that when he logs-in, and other user will try to login using the same account, it will log him out.
I hope you can help me on this.

This is by default. If you have a session open in browser/device A, and you log on to browser/device B, the session on browser/device A will be killed/transferred to the other unit.
If you do not trust your users however, you might want to start by limiting the data they can access.

This is not possible.
Instead you can have a look at session collaboration.
By that owner can lease/ Share session with any users for 15 minutes they both can work simultaneously.
