User can not access Report and has a Document CAL.
Check if the user has permission to access the document.
Does the document have section access?
Have you checked the Authorization of the document?
Is your QlikView Server using DMS or NTFS authentication? If it is the latter, check that the user has access to the document in Windows.
1.Check whether the user has all the permission
2.If you have implemented section access make sure that all the required list are fetched from the DB.
3.Check the Document access
Also, if you are not using section access make it isn't checked in the document properties.
Check folder permission as well as section access issue.
