If you created the app in Qlik Sense Desktop then you have to import it in Qlik Sense Server first: Importing apps ‒ Qlik Sense. Then in the QMC you can publish the app: Publishing apps ‒ Qlik Sense

First you have to create a stream in Management Console where you can create an acess role, which user wil have access to the app.

If you activate User access in the right panel you will see whicj user can see the stream

Than go to your applications  in Management Console, select the app a click on publish

Then you will be asked, which stream you want to use and what the name off the app in stream should be.

Does that happen specifically with the app you published or with other apps too? Usually it's just a time out and you just need to reopen the hub page in your browser.
