User can't access dashboard consistently even though he has been granted access

I have about 100 users who have been granted security to two dashboards, ATM and APM. However, one user consistently loses access to one or the other each day. He can see ATM one day but not APM or he can see APM but not ATM. Some days he can see both. I have tried deleting and adding his username and republishing the dashboards when this happens. Sometimes it works and at other times it does not. He is on IE 7, but we tried Firefox and the same thing happened.

This is very frustrating and time consuming. Any suggestions to resolve this issue? Thank you.
