Start a document reload on an external Event - HOW???

I want to start a document reload on an external event. I have searched all the documentation and all I can find is this on the reload information page:

External event
Set if an external event should set off the reload. Fill in the
Password for the external event.

How do I create the external event? Examples please. Thanks.

I have search on EDX. Is a publisher license required to setup EDX????

Turns out my issue was I was entering nmwsql.qvw for the task name, but that field is case sensative and I needed to enter nmwSQL.qvw.
