a client of our has a server licence which contains 200 USAGE cals and 75 SESSION cals
however, when viewed in SYSTEM > LICENCES > CALS TAB, THE VALUES SHOW INCORRECTLY

Andrew, contact Qlik Support team immediately. Do you have any alternate server that share same license key?
Also, can you check Assigned CAL's tab which users have which license ?
Any one else?

It's possible that you have the option of limitation activated. Uncheck Limit of number of CALs
