Count active users during a selected timeframe

I am creating an app over Salesforce and one of the requirements is to show how many users were active at a point in time. I have the following fields..

IsActive - True/False

FunctionStartDate

FunctionEndDate

The aim is to show how many users had the IsActive flag set to True during the period of time selected.

In addition, if a user was active for a partial month (3.5 for example) can that be calculated..

Have a look at the IntervalMatch() function.
