One of our user is unable to see the apps in hub. Security rule looks good,not sure where the problem is. Could someone please advise.
Have you published app in stream and given access to Users?
Also check have you assigned Security Roles to User?
Can you send me a Document or screenshots of how to do that please.

yes, I have given all the access to user but when I run audit on user for the apps. Read access shows in Yellow color( which means disabled) to apps but green for stream.
I tried deleting the rule and created new one but still it is the same.
can you provide screen shots of all these steps?
