Missing apps in monitoring apps stream

my rootadmin users are all not able to see any apps in the Monitoring Apps stream.

i have check the security rules and it does looks ok.

a note though is that I hav jus applied some win server 2012 hardenIng rules.

but I do not think that will affect?

Publishing the apps on other streams is ok though.

any advice?
