Value can't reflect by accumulate day in day.

Can someone help to move forward my big big gap of knowledge to do something great.

I am  working with two data sheet where there has 2 DATE filed in different . I mean one is current record and another is tracker from 3 year ago. Here I am trying to get accumulate count from Tracker to reflect current record date. But it isn't showing correct number showing in Trend Line. Please have a look below example and give me your kindly advise.

I trying as ( count({$<Tracker Date={"<=$(=Date(max(record date)))"} >} [Tracker Date]) ) .. But it can't work. and showing Maximum number only.
