KPI with the good value of an indicator in a data set (table)

Hi, my problem is to calculate a kpi in the following context.

This is my table, with indicator = sum(Older people) / sum(Citizens):

My KPI should display the Year in wich the Indicator is between 1.8 and 1.9.

In the example above we’ll have: 2003

If I look for Indicator between 1.8 and 2.2, I should find: 2003,2007, 2008. In this case I need the min: 2003
