attachment doesn't work for me, see if user running the qlikview services is a local admin and part of the qlikview administrators group.
I've also seen windows users profiles go bad sometimes, when IP address has changed or something like that. You should try creating a new user, who is a local admin and member of the qlikview administrators group.
Ran across this problem today and found it to be caused by a dangling Publisher license key. Also had message "Could not perform request since QMS backend is in Off Duty state error" in ManagementService Log.

Note the correct filename in reginfo.txt, not .ini.
