It is the publisher that retrieves this data.
Make sure the publisher server has access to the html pages.
The Publisher service is started with a specific user account. Make sure that user account has access to the html pages.
Finally, make sure the html have not been altered.
It has to be some of these three suggestions.

Hi Wagner, Thanks for your reply. I am still unable to reload the application from my QV Desktop version. I am able to open the HTML pages on IE or Chrome. The problem with only one below file:
I am not sure, why this wired situation. Previously I able reload the application both from my QV Desktop and publisher. The problem with only above mentioned HTML file.
