Background color of a cell based on sub-total

Hello,

I have a requirement where background color of each cell has to be red when it is above the avg of each step. Table shows the avg of each user in each step and over all avg of each step is displayed in the first row.

Step Average(in bold) is the over all avg of each step and in each step column, we have the avg of each user displayed vertically. User and Step names are used as dimensions.

How do i change the background color dynamically of each cell when its value is above the value in first row?
