Adding Borders to bubbles in a scatter chart.

So, How can I add borders to bubbles in a scatter chart? Can it be done without using the stupid 3D bubbles (Dont want to use them because we try to develop Tufte or Few Style Applications) ?

Here is a picture with me manually drawing what I want to do:  Please advise.    Thanks!!
