Missing counties without filtering

Hello, 

I am trying to show all counties across the US. However, while I was able to confirm the location of the counties, there are "missing counties" when more of the map extent is visible (you can see this resolves itself when I filter by a single state). Can someone help me fix this? (I've attached pictures and data for reference.)
