Dynamic Bookmark Scenario

I feel really dumb asking this, but I don't know how to fix it.  I've read through many posts and watched several videos for dynamic bookmarks and I'm still lost. I think I need a dummies version.

SUMMARY:  How can I make this dynamic field, dynamic in the book mark?

Background:  I inherited script for a field based on an inline load.  The field I am concerned with is called Measure:

PERFORMANCE_MEASURES_TEMP:
load * inline [
MeasureID,Measure
1,'BASE LINE'
2,'TOP LINE'
3,'PLAN GOAL'
4,'BEST CASE SCENARIO PLAN'
5,'CURRENT YEAR SALES'
6,'PRIOR YEAR SALES'
7,'2 YEAR AGO SALES'
];

PERFORMANCE_MEASURES_TEMP2:
LOAD *,
YEAR(TODAY()) AS CURRENT_YEAR,
YEAR(ADDYEARS(TODAY(),-1)) AS PRIOR_YEAR,
YEAR(ADDYEARS(TODAY(),-2)) AS [2 YEARS AGO]
RESIDENT PERFORMANCE_MEASURES_TEMP;
DROP TABLE PERFORMANCE_MEASURES_TEMP;

PERFORMANCE_MEASUES:
LOAD
MeasureID,
IF(MeasureID=5, Measure&' ('&CURRENT_YEAR&')',
IF(MeasureID=6, Measure&' ('&PRIOR_YEAR&')',
IF(MeasureID=7, Measure&' ('&[2 YEARS AGO]&')',Measure))) AS Measure
RESIDENT PERFORMANCE_MEASURES_TEMP2;
DROP TABLE PERFORMANCE_MEASURES_TEMP2;

Last year output:

Measure={'CURRENT YEAR SALES (2020)','PRIOR YEAR SALES (2019)','2 YEAR AGO SALES (2018)'}

This year output:

''

Expected output:

Measure={'CURRENT YEAR SALES (2021)','PRIOR YEAR SALES (2020)','2 YEAR AGO SALES (2019)'}
