are you logging in with the registered (used to make purchase) email?
check with your qlik sales person

Make sure you create a profile first and then log in. Once you do that you will be able to see all options. 

You don't have to be a partner to be able to download. We are a customer, and I download directly from here.

I can't recall right now how it worked for us, however, if you are doing first time installation you might need a specific link instead of just going to the downloads site.

You might need to talk to your vendor about the issue, so they can correct any issues with the link you were provided with.
