You can upload ore create apps, but not open them.

Verify if your organization is using a firewall using web filtering methods.
Examples of these methods can be:
- Antivirus
- Filtering of downloads (e.g. exe, xls)
- SSL Scan (breaking up SSL trafic to be able to scan the content=
- SSL certificate checks (testing the trust chain)
- Content filtering (e.g. NSFW)
