Qlik Sense Installation or Upgrade fails with Error 0x80072ee7

Qlik Sense Enterprise on Windows fails to install or upgrade with an error similar to:

Error 0x80072ee7: Failed to send request to URL: http://go.microsoft.com/fwlink/?LinkId=397708, trying to process HTTP status code anyway.

Environment

• Qlik Sense Enterprise on Windows 

Resolution

Install the correct .Net Framework version for the Qlik Sense Enterprise on Windows version you are installing/upgrading to. See the official Help Site and the System Requirements of your chosen version for details on what .NET Framework version you are looking for.

Cause 

The installation package will attempt to automatically install the required .NET Framework. If this fails (internet connectivity, permission issues, etc...) then the installation package errors out and .NET Framework needs to be installed manually.
