cannot upgrade QlikView desktop because cannot access file from previous version install

How do you resolve error on upgrading the desktop software when windows installer complains

I have run into this before and forget how to resolve. The problem is caused from a long-ago install by another user and the files not cleaned up I guess.

I found this microsoft tool which resolves the problem by cleaning up the registry!
