That's something you should ask your sysadmin. Windows user management has nothing to do with QlikView. There is a substantial amount of information available on the net and in other forums about how to manage Active Directory (which is an environment and technology that is much more complex than QlikView or Qlik Sense).
To create users in the machine domain of your server (e.g. Local Directory), open a console session on your server (or use RDP for a remote session), log in, right click the "This Computer" icon, select "Manage" from the rightmousebutton-menu, navigate to "Local Users and Groups->Users", rightclick the list and select "New User...".. Enter an accountname, a Full user name and a password. Then click "Create".
This procedure will vary depending on which version of Windows you are running on your server. But the idea is always the same.
Note that you need Administrator privileges to be able to create users and groups.
