Restrict data of the facts via section access but not in the dimensions

Is there any solution to restrict only the facts via section access?

In this example, I have section acces for REGION_SA but wanted to make all countries available. (Only makes available those that are linked to the facts).

Is there any solution?

That's how QV works, you only see associated Data.

Why would you want to show a user all countries when he can actually make selections on select regions?

You could add dummy records to your fact table so every REGION_SA value will be linked to each record from your dimension tables.
