oracle string conection

Hi Expert

i have a strange situation, i have an oracle data base and when i connect via desktop i can not connect, show me the error i attached.

but if i reload by console(qmc) reload ok and do not have any problem.

The user is the same that reload in console and reload manual in the desktop

what could be

maybe you dont'have a tnsnames.ora file

or you miss the entry (connect identifier) in the tnsnames.ora
