Under what circumstances are the internal tables created, for example "public"."attrep_changes36F12D68705B7AD8"

And how frequently does this table get created/dropped?

How did you determine this?

As per @john_wang  look for a "Task.*running" in the first 20 or so lines in the log. It might also read "Task 'xxx' running full load and CDC in fresh start mode" and several more variation.

"attrep_changes" should/can only be created when CDC is active and in Batch mode and after the first bulk of changes is gathered - due to timeout or memory limit.
