I have created an dashboard which i want an user to view, so i made proper security rule, the user now does not have make chart or edit chart permission, but he can still see the data by on charts. how do i make sure the user does not see the data?
I don't think there is a way to hide the "Selection Tool" in current release (including with security rules).
One way is to create a MASHUP using Workbench and deploy that solution. Basically you will be removing/modifying the current selections bar (Black bar) and adding what ever charts u need.

You can make streams on Server edition, where the apps are published to.
If the user doesn't have permission, he/she will not see neither the data, nor the dashboard (nor the stream).

Uhm... do you want to user to be able to view the dashboard or not? What you posted above doesn't make sense. A dashboard without data isn't a dashboard.
He should be able to see the charts. I don't want him to see data tables.
Like how we can stop them from creating sheets and editing charts, the same way i dont want users to see data in data tables.
If a person cliks on section tools. He is able to see data tables. I dont want that to happen.
Then you don't want to use Qlik Sense. Qlik Sense is about Data Discovery not Data Hiding.
