MFA cannot be enforced tenant-wide for Qlik-managed (QlikID/native) users. MFA is configured individually by each user through their own Qlik account settings on my.qlik.com and is not managed at the tenant level.
If you require MFA to be mandatory, you can bring your own IdP with a Qlik Sense SaaS Enterprise subscription (this option is not available for Business subscriptions).
