Creating a Legend for geoanalytics area map that utilizes color by expression

Good Afternoon, I am working on a geo-analytics map problem and haven't been able to figure  out how to generate a legend.

Within the area map, I have set  =>Appearance=>Colors=>Custom to 'By Expression' and the function definition to

=if ([SeverityCD] = 1, yellow(), if([SeverityCD] = 2, red(),)). The values for severity code are 0, 1 , 2;  2 is severe risk, 2 is mild risk, and 0 is no risk. A master item dimension was created and colors by value are set to 0=lightgray, 1=yellow and 2=red

Ideally I would like to see a legend as described above consisting of a color block, followed by a text description, is this possible? If so please help. A few of the things I have attempted include adding another area layer, creating a dual inline lookup table, adding a text&image chart, defining SeverityCD as a measure and as a dimension, etc.....plus numerous other unsuccessful "stuff". If visuals will help please send me an email and I will forward any requested screenshots.

Hi,

I have the same issue.

When I choose "color by expression", the legend disappear.

I don't find a matter to show it.
