un-responsive QS scaling

Installed QS Server Feb 2018 for a client.  Created a few sample apps fine.  Randomly decided to un-maximize my browser window and noticed the app wasn't rescaling the display (or providing scroll bars).

This happens in both Chrome [Version 66.0.3359.139 (Official Build) (32-bit)] and MS Explorer [v11.909.15063.0].  (My laptop does have a touch screen.)

Any guidance as to why, how to correct (have it scale responsively), etc. would be appreciated.  Did try searching without success
